How the regional rates are built

The UK national rate is $58/hr (USD-equivalent), derived from ONS Annual Survey of Hours and Earnings data for SOC 5419 (upholsterers and related craft trades). Each region then scales that figure by published ONS regional pay relativities for skilled craft trades — London and the South East above the national average, the North, Wales and Northern Ireland below it. The result is a planning estimate, not a quoted rate.

The UK Office for National Statistics does not publish a separate wage figure for car upholsterers at regional level — the occupation is too small for a reliable regional sample. So each region's rate is scaled from the UK national figure using published ONS regional pay relativities for skilled craft trades. The relativities themselves (London highest, North East and Northern Ireland lowest) are well established; the exact per-region rate is a planning estimate, not a quoted figure.

Does the UK use 'upholsterer' or 'trim shop'?
